Do you need a passport for a cruise from Galveston?
On a round trip that starts and ends in Galveston, U.S. citizens can usually sail with an original or copy of a birth certificate plus a government photo ID. A passport is still the safer choice, and a one-way cruise needs different documents.

Most cruises from Galveston are what U.S. Customs and Border Protection calls closed-loop cruises. The ship leaves a U.S. port, visits places in the Western Hemisphere and comes back to the same U.S. port. Nearly every Galveston sailing on this site works that way.
What the government accepts
For a closed-loop cruise, CBP says U.S. citizens can show a government-issued photo ID along with proof of citizenship. Proof of citizenship means one of these:
- a birth certificate, original or copy
- a Consular Report of Birth Abroad
- a Certificate of Naturalization
That is the federal rule. Each cruise line sets its own policy on top of it, and some are stricter.
What the lines say
Carnival accepts a government-issued birth certificate with a government photo ID for U.S.-born citizens. Everyone 16 and over needs an unexpired photo ID. Carnival doesn't accept digital or mobile IDs, or a temporary driver's license without a photo.
Royal Caribbean accepts a state-certified birth certificate plus a government photo ID for U.S.-born citizens on most cruises from U.S. ports. Children 15 and under only need the birth certificate. Hospital certificates and copies aren't accepted, which is stricter than the CBP rule. Royal Caribbean still strongly recommends a passport.

Why a passport is still worth having
Without a passport you can board, but you have fewer options if something goes wrong. If you miss the ship in a foreign port, or need to fly home from one because of an emergency, a birth certificate won't get you on a plane. A passport will.
One-way sailings
The birth-certificate option only covers closed-loop cruises. A handful of Galveston departures end somewhere else, such as Port Canaveral or Lisbon. Those are not closed loop, even when the final port is in the U.S. Check the line's requirements for any one-way trip, and expect to need a passport.
